Anúncio de candidaturas para seleção de Bolseiros para atribuição de Bolsas Individuais no âmbito da 5.ª Edição do ProRegeM - Programa de Doutoramento em Mecanismos de Doença e Medicina Regenerativa, com início em Março de 2018.
A Universidade do Algarve e a Faculdade de Ciências Médicas da Universidade Nova de Lisboa, criaram conjuntamente o ProRegeM - Programa de Doutoramento em Mecanismos de Doença e Medicina Regenerativa.
Este Programa de Doutoramento, foi seleccionado no âmbito do concurso para financiamento da Fundação para a Ciência e Tecnologia,IP (FCT, IP), tendo-lhe sido atribuídas 9 bolsas de doutoramento.
No âmbito daquele concurso cabe à Comissão Diretiva do ProRegeM seleccionar os estudantes que usufruirão das bolsas financiadas pela FCT, IP sendo que os contratos de bolsa de investigação são celebrados diretamente com esta.
Assim nos termos do Estatuto do Bolseiro de Investigação Científica, aprovado pela Lei n.º 40/2004 de 18 de agosto, na sua atual redação, e do Regulamento de Bolsas da Fundação para a Ciência e a Tecnologia, a Comissão Diretiva abre concurso para a selecção de bolseiros para atribuição de bolsas individuais:
BOLSAS DE DOUTORAMENTO (BD) – 9
Destinam-se a quem satisfaça as condições previstas no n.º 1 do Artigo 30.º do Decreto-Lei nº 74/2006, de 24 de março, alterado pelos Decretos-Leis nº 107/2008, de 25 de junho, e 230/2009, de 14 de Setembro. A duração da bolsa é anual, prorrogável até ao máximo de quatro anos, não podendo ser concedida por períodos inferiores a seis meses consecutivos.
DESTINATÁRIOS
Podem candidatar-se ao presente concurso:
Cidadãos nacionais, ou cidadãos de outros estados membros da União Europeia; Cidadãos de estados terceiros, detentores de título de residência válido ou beneficiários do estatuto de residente de longa duração, nos termos previstos na Lei n.º 23/2007, de 4 de julho, alterada pela Lei nº 29/2012, de 9 de agosto; Cidadãos de estados terceiros com os quais Portugal tenha celebrado acordos de reciprocidade; Cidadãos de estados terceiros, sempre que no respetivo aviso de abertura esteja previsto um método de seleção de entrevista individual.
Graus Académicos
Os candidatos com graus académicos obtidos no estrangeiro terão, obrigatoriamente, de apresentar os registos de reconhecimento desses graus e de conversão das respetivas notas finais para a escala de classificação portuguesa (sempre que ao grau estrangeiro tenha sido conferida uma classificação final), emitidos pela Direção-Geral do Ensino Superior ou por instituição de ensino superior público portuguesa (regime regulamentado pelo Decreto-Lei n.º 341/2007, de 12 de outubro) ou, em alternativa, apresentar o documento de reconhecimento/equivalência das habilitações estrangeiras às correspondentes habilitações portuguesas, emitido por uma instituição de ensino superior público portuguesa (processo regulado pelo Decreto-Lei n.º 283/83, de 21 de junho).

AVALIAÇÃO
A avaliação das candidaturas é feita nos termos previstos e descritos na página do programa doutoral (Selection and Ranking), ponderando-se os elementos de apreciação e produzindo-se lista(s) ordenada(s) de candidatos.
DIVULGAÇÃO DOS RESULTADOS
Os resultados da avaliação são divulgados, para consulta pelos candidatos, no página oficial do programa em http://193.136.227.174/proregem/ em “News”. Caso a decisão a tomar seja desfavorável à concessão da bolsa requerida, os candidatos têm um prazo de 10 dias úteis, após a divulgação, para se pronunciarem à Comissão Diretiva, querendo, em sede de audiência prévia, nos termos previstos no Código do Procedimento Administrativo. Recurso final poderá ser endereçado diretamente para a Fundação para a Ciência e a Tecnologia,I.P.
FINANCIAMENTO
As bolsas atribuídas no âmbito do presente concurso serão financiadas por verbas do Orçamento de Estado do MCTES (Ministério da Ciência, Tecnologia e Ensino Superior/FCT) e quando elegíveis, por verbas do Fundo Social Europeu através dos Programas Operacionais do período de programação 2014‐2020, do Portugal 2020, nomeadamente, o Programa Operacional Temático do Capital Humano, o Programa Operacional Regional do Norte, do Centro ou do Alentejo, de acordo com as disposições do Regulamento Específico aplicável.
Em tudo não previsto no Aviso de Abertura é aplicável o Regulamento de Bolsas de Investigação Científica, disponível no Portal da FCT, IP.
NOTA: A concessão das bolsas a concurso encontra-se dependente da receção da documentação exigida e da disponibilidade orçamental da entidade financiadora.
Admission criteria:
- University degree (BSc pre-Bologna or BSc-Bologna with Master or equivalent, total of 5 years of academic education) in the following areas: Biomedical Sciences, Biology, Biomedical Engineering, Biochemistry, and similar. Minimal classification for admission: 14 (scale 0-20) or B (rank from A to F) in the BSc. For those with a grade below 14, a scientific output (paper or book chapter) as first author is required.
- Research experience, either during their master thesis or after graduation, preferably 1 year of experience in molecular and cell biology.
- Proficiency in English.
Applying to the programme
Applications are to be submitted using the template provided below and sent by email to proregem@ualg.pt.
Maximum application package size: 5 Mb. This limit is strictly enforced. Emails larger than this will not be delivered by the server, and your application will not be considered.
The application must include:
1. Filled application form (ProRegeM Application Form). The file should be named with the candidate initials (If the candidate name is John Doe, the file should be named JD_application.pdf)
2. Motivation letter (If the candidate name is John Doe, the file should be named JD_motivation.pdf)
3. Diploma of higher education degree (BSc pre-Bologna or BSc-Bologna with MSc or equivalent, or enough information that an equivalent to such degree can be established), documented by official transcripts of records, with information on the final classification. Candidates who have not yet completed the MSc can apply, however they must indicate a tentative score and the completion date must be before December 31st 2017.
NOTE: In case the final score is lower than the one indicated in the application this will be reflected in the ranking list and may lead to changes in the positioning of the candidate.
Candidates with academic degrees obtained abroad will be obliged to present the records of recognition of those degrees and conversion of the respective final grades to the Portuguese classification scale (whenever the foreign degree has been given a final classification), issued by the Direção Geral do Ensino Superior or by a Portuguese higher education institution (a process regulated by Decreto-Lei nº 341/2007, of October 12th) or, alternatively, to present the document of recognition / equivalence of the foreign qualifications to the corresponding qualifications issued by a Portuguese public higher education institution (a process regulated by Decreto-Lei nº283/83 of June 21st).
4. Two (2) letters of recommendation. These should be sent by the references directly to proregem@ualg.pt. Each letter file should be named with the candidate initials (If the candidate name is John Doe, the file should be named JD_reference.pdf)
Documents in a language other than Portuguese or English should be accompanied by an officially certified translation to either of these languages.
Incomplete applications will be notified and given 3 days for submission of missing documentation. The documents should be sent to the program email: proregem@ualg.pt
Selection of Candidates and Ranking
Selection and ranking of the students will be done in compliance with Law 32/91 (20th July).
After the candidates are admitted, the selection is processed centrally by the Programme Directive Body.
The candidates will be ranked based on the following criteria, with the corresponding weight:
(A) Classification in Master’s degree or equivalent (25%)
(B) Classification in Bachelor’s degree or equivalent (30%)
(C) Publications in peer reviewed journals (30%)
(D) Communications in meetings (10%)
(E) Team member in funded project (5%)
The 24 best-ranked candidates in the CS component are admitted to an interview, conducted by the PDB and following a script designed to evaluate the following traits: determination, work ethics, enthusiasm, personal and scientific maturity.
The interview (I) has a weight of 50% in the final score of the candidate.
The final score (FS) of each applicant will be given by: FS = CS*0.5 + I*0.5.
After calculating the final score, the candidates will be ranked again and the top 9 candidates are selected as recipients of the fellowships associated with the doctoral program.
The next ranked candidates, up to 3, can be admitted into the program, but will not be granted funding by the program. Should they individually apply for funding, the PDB will aid in the process.
NOTE: The granting of the scholarships depends on the receipt of the required documentation and the budget availability of the funding entity.
SELECTION OF RESEARCH PROPOSALS
After the final selection of the 9+3 candidates, each admitted candidate selects two projects from the list of available doctoral research projects.
IMPORTANT: There will be a time limit of one week during which the admitted candidates are encouraged to contact the Investigator/Supervisor responsible for each research theme to make any necessary enquiries.
After the indication of the selected themes to the PDB, the students will be matched with a PhD project/supervisor(s) under the monitoring of the PDB. This will allow for the student/supervisor to be jointly involved in this decision process.
Following the matching of candidate with the supervisor, the candidate together with the supervisor(s) will write the research project.
The candidate will submit the doctoral project to the PDB for internal approval, after which the PDB will submit it for approval by the institutional governing body. Afterwards, the student can register at the institution conferring the degree.
